This
phase is sometimes broken into two sub-phases depending on the schedule,
project type, budget, and other considerations.
1.
Permit Set phase: In this phase, the architect generates
and issues construction documents suitable for obtaining a building
permit for the project at the City or County governing the location
of the project. The Permit Set documents usually include Structural
Drawings and Calculations and California Title 24 Energy Calculations
that are provided by consultants hired by the architect on behalf
of the client. The architect may assist the owner in connection
with the owner's responsibilities for filing documents required
for permit approval, respond to comments issued by the City, and
facilitate the process of obtaining a permit for construction. For
low budget projects, the architect's involvement may end upon obtaining
a permit for construction, and more detailed work will be required
by the owner and the selected builder during pre-construction and
construction phases.
2. Bid Set phase: In this phase, the architect develops and
provides drawings of architectural details, interior elevations,
and other graphic studies describing and fixing the scope of construction
and finish work at the project. These details are in addition to
the details required by the government agency (City or County) for
the purpose of obtaining a building permit. Bid Set phase document
may also include Specifications for the project, describing the
quality and installation methods of specified systems and materials.
The complete Bid Set may be issued to qualified builders for competitive
or negotiated bidding process.
